U can't check in in the morning without paying an extra amount. It was a scam run by oyo and hotel management first they didn't tell you about any extra charges if you want an early morning check in, when you reach the hotel they will give you an extra bill to pay if you want to check in the hotel be careful when you book on oyo any hotel
